I want to turn off the vacuum in the Metals(Burnishing) tool option. Putting a 0 and checking the box in Engrave>Engraving Defaults>Tools Options has no affect on the setting. How do I turn if off?

I cannot immediately reproduce your problem.
I loaded the Vision 1624 S3 driver.
I went to Cut/Plotting Defaults/Setup.
I went to the Ports Tab and removed the checkmark from "Skip File Dialogs"
This lets me name the files with names I know.

I went to Tools Options and removed the checkmark from Vacuum and plotted to a file called NoVac.plt
I replaced the checkmark beside Vacuum and plotted to a file called Vac.plt

The file Vac.plt had Z0102,1; as the fourth line in the file.
The file NoVac.plt had no Z0102,1 in the file.

Z0102,1 is the command to turn on the vacuum.

Can you try it again and let me know. I have good contacts at Vision.

Talked to my contact at Vision.
If you send a Vaccum On command , it stays in effect on all subsequent jobs.

He says you will need to Press the VAC On/Off on the controller itself.

Actually,try this. Leave the checkmark beside the bos.
But click the down arrow to change the value from a 1 to a 0
Z0102,0 should turn the vacuum OFF
Z0102,1 should turn the vacuum ON;
