When I try to start sign lab I get this message:

Error at loading of ippSP library
No DLLs were found in the Waterfall procedure

Does anyone have any insight?

This happening because you have installed or run your GoPro software on the PC.
Go to My Computer Look for Local disk c:

Find the folder C:\Windows\SysWOW64
delete the following files:
1. ippcore-6.1
2. ippj-6.1
3. ippjw7-6 .. 1
4. IPPS-6.1
5. ippvc-6.1

This same issue sometimes gives an error "No Dll's were found in the waterfall procedure"

Thanks! Will deleting these files effect operation of the GoPro camera?

No they should not, this advice comes from GoPro support originally.If you want to be 100% sure rename the files rather than deleting them (eg add AA at the beginning if each that will make them easy to find) then you can always rename back to original if you have issues with GoPro.
